c) such an understanding would clear the way for amendment
of the 1898 Order in Council which, at present, prevents
the Governor administering the New Territories beyond
1997;
d) before we begin bargaining with the Chinese on
administration/sovereignty deal we should reach an
understanding with them that the discussions were without
prejudice to either side's formal position.
