Mr Moyle is calling on Mr Clift at about 1630 on Wednesday, 31 March for a briefing on the future of Hong Kong.

2. I suggest that in briefing him Mr Clift draws mainly on the Press Conference the LPS gave in Hong Kong on 10 January. (2 copies are attached, one for Mr Moyle if required). The steer given by the Secretary of State to Mr Heath last week is also pertinent.

In brief, I think we need to stress that: -

both we and the Chinese attach importance to Hong Kong's stablility;

we would both like to see it continuing as a major financial and commercial centre;

both sides are now looking at the options;

d. the subject will undoubtedly come up during

the Prime Minister's visit, but

e. no-one should force the pace or expect

sudden or rapid developments;

f.

of course we will take into account the views of the people in Hong Kong.

Mr Moyle will be aware of the recent visit to Hong Kong by a Parliamentary Delegation led by Mr du Cann. He may like to know that Sir E Youde talking to the Anglo-Hong Kong Parliamentary Group on 30 March at 1800 hours. (after the events).
