The immediate reason for

Mr Moyle's call was that Mr Michael Foot had been sent by Mr David Alton MP a copy of the Hong Kong Reform Group's press release on the future. The Group are calling on Mr Moyle and he wants to know how to handle them.

We had a general discussion on the problem of the future in which I concentrated on the position as given by the LPS in his press conference (I gave Mr Moyle a copy of the press conference report and a set of Treaty documents).

We did not get into detail on the questions of British administration in exchange for sovereignty but I did stress the importance to China of Hong Kong from the foreign exchange angle and the need for continued British administration in the Territory to have a free hand.

4. Mr Moyle asked about the value to the UK of Hong Kong. I said that it was difficult to quantify but that there were obligations to the people of Hong Kong and in any case very serious difficulties about any kind of unilateral pull out.

On the Hong Kong Reform Group I suggest that Mr Moyle might listen and express gratitude for their ideas but avoid giving them theimpression that they were getting any particular endorsement by the Labour Party. I pointed out that the Reform Group was one of a number of organisations and

individuals who had recently put forward ideas on the subject. Mr Moyle agreed with this.

Mr Moyle mentioned the lack of democracy in Hong Kong.

I explained the problems with regard to Peking.
