I have filled out a little of the outline drawn up by Mr Clift, and Mr Burrows has also been over it and deleted the Legal requirements column. In view of the Falklands situation and the change of FCO Ministers I fear it must be even more tentative a timetable than originally envisaged; but at least it gives us something to work on as the PM's visit to China approaches. Time will tell whether by 12 May the Prime Minister will still be willing or able to focus on another sovereignty issue but for the moment I think we must assume so.

3. A draft reply to Mr Burrows' recent minute on options and their legal requirements follows separately.
