You will have copies of Mr Rushford's minutes referred to in my letter and I attach a copy of the Options Paper referred to in Sir Percy's letter of 15 March. As I understand it, Mr Rushford's opinion was that there was no legal bar to these options but specific advice would not be given until more definite wording of the agreement with the Chinese was available. Nonetheless, I should be grateful to know whether you can now give more specific advice on the implications and mechanics of options C and D.
