SOVIET EMBASSY REQUEST FOR INFORMATION ON THE FUTURE OF HONG KONG
Thank you for copying to me your minute of 17 February about Mr Safronov's telephone call to you.
See floo
1.
2. I entirely agree that you should not get in touch with Mr Safronov again unless he calls you. If he asks to call on you, then from EESD's point of view there would be no objection to your receiving him; but bearing in mind the attitude of the Soviet MFA to our Embassy in Moscow, I would suggest (a) that you should offer him a date at least a week away (i.e. do not let him see you in a hurry) and (b) that there is absolutely no need for you to be forthcoming in conversation. (On this particular subject, I imagine that you would not wish to say very much anyway.)
