Thank you for your letter of 15 February. I attach a

self-explanatory draft reply from the Prime Minister

to Sir Y-K Pao's letter of 8 February.-N

I shall be writing soon with some ideas for the Prime

Minister's visit to the Far East in September. Until

we know the Prime Minister's views on these and until

we have cleared our lines with the host governments,

there is little we can say firmly about the Shanghai

ship-launching proposal.

On Gu Mu, the ball is in the Chinese court. Even if

we were anxious for an early visit (and we still have

the difficulty of a possible request for soft loans,

mentioned in Roderic Lyne's letter to you of 4 January),

there is not much we could now do to stimulate the

Chinese to propose dates earlier than they would

otherwise intend.

Sir Y-K Pao has also written again to Lord Carrington.
