1. Mr Dhanabalan greeted Lord Carrington and asked him to raise
any questions he might have on his mind concerning Cambodia as a
result of his meetings and discussions in the other four ASEAN
capitals.
Lord Carrington replied that the basic question remained
how to get Vietnam out of Cambodia. As a result of his talks with
the other four ministers he had concluded that the Vietnamese
remained in Cambodia, accepting help from the Soviet Union, for two
reasons: (a) a wish to have an Indo-Chinese empire under
Vietnamese domination; and (b) fear of China and a belief that the
Soviet Union by its help and presence could provide security.
If the Vietnamese were to be persuaded to withdraw and to abandon
their collaboration with the Soviet Union it would be necessary
