4. A formal agreement in which HMG relinquishes
sovereignty over Hong Kong from. that time but continues
to administer the Territory, probably with some
concessions in the shape of consultation with China on
major issues of common concern. Such an agreement would-
have to spell out any number of incidental and conse-
quential matters before it could be implemented by an
Act of Parliament.
