We spoke on 26 January about the article on Hong Kong on page 51 of the FEER of 15 - 21 January and you asked for material for briefing Mr Rees.

I think you will find that the material contained in the attached letter (dated 13 October 1981) from Mr Clift to the ECGD will provide you with all you need.

Since that letter was written, of course, the Lord Privy Seal has visited China and had further discussions on the future of Hong Kong with Chinese leaders.
