that the Prime Minister's visit to China this Autumn will produce progress and we have to be ready with a very flexible brief which will enable her to talk as much substance as the Chinese are prepared to cover. In the meantime, as you say there may be an argument for some encouragement to Hong Kong Chinese to explain their problems in Peking. This too needs to be done with considerable caution because they are often apt to get it
wrong.
