said that plans to develop rapidly a deep water port in Guangzhou had run into difficulties because the Central Government had run short of investment funds. Current plans were to develop facilities at Whampoa for ships up to 30,000 tons. Mr. LIANG agreed with HE" that Hong Kong and Guangzhou should keep each other informed of development plans, especially where Hong Kong could be of assistance in the execution of such plans.
