On 22 February, the Secretary for Economic Services and the Political Adviser received a call from Zhang Yanning, Secretary- General of the China Enterprise Management Association and a member of the State Economic Commission.

Zhang displayed a fairly keen interest in the general nature of Hong Kong's economy and asked for more detailed information about such questions as the composition of Government revenue, public expenditure, trade (in particular, entrepot trade), employment in the public sector, and the manufacturing industry's share of GDP. It was also arranged that he should receive copies of the Financial Secretary's Budget speech on 24 February and other economic reports.

Zhang explained that the China Enterprise Management Association had been set up in 1979 and was affiliated to the State Economic Commission. It was responsible for management training, development and research. There was, thus, a clear relationship between his position as Secretary-General and his "official" appointment as Director of the Industrial Production Coordination Bureau of the State Economic Commission.

This is the first I had heard of the China Enterprise Manage- ment Association and should be grateful for any light you can throw .. on its organisation and responsibilities. Neither have I come across Zhang Yanning's name before. He said that he was returning to China from a tour of Australian universities as a guest lecturer. However, the Australian Commission here have no record of such a visit.
