developments in Vietnam, in addition to the reports issued by Special Branch which concentrate on intelligence related to the refugee flow. It seems generally agreed that such intelligence is scarce. While in Bangkok I spoke to Ed Miching of the US Embassy there, who follows developments in Indochina. He said that the CIA obtain quite a lot of useful information from refugees to ASEAN countries about general developments in Southern Vietnam, but that more from Hong Kong about the situation in the North would be useful. One answer perhaps would be to make use of the existing machinery in JSIS currently devoted to interviewing legal and illegal immigrants from China. I will investigate the possibility of putting some requirement on you at a suitably high level in the hope that this will help overcome any local organisational difficulties, and hope to be in touch again before long about this.
