1. Following my minute to you of 13 January (copy attached) PSD authorised the costs of a visit by the Head of SPD to the South Pacific, primarily to represent the UK at the South Pacific Conference, and an entertainment fund of up to £200.

2.

The Head of SPD will not now be able to make the visit, and it is proposed that his Superintending Assistant Under Secretary, Mr Donald, should be the UK Representative to the Conference. In the circumstances, would you agree to a corresponding transfer of the travel authority (with any adjustments applicable in class-of-travel and subsistence entitlements)? Mr Donald would probably be travelling to Pago Pago in the company of Lord Belstead, who would be attending the opening ceremony of the Conference.

3. The possible outline itinerary is:

20 October: depart London

21 October:

rest and recuperation in Honolulu

22 October:

arrive Pago Pago

23-29 October:

South Pacific Conference in Pago Pago

Mr Donald's return journey to London, following the end of the Conference in Pago Pago, would provide a good opportunity en route for a short visit to New Delhi, which South Asian Department are to discuss with Mr Donald PSD's initial authorisation for the Head of SPD you will recall, was in respect of a Pacific tour of about 3 weeks.
