Mr Rickett's letter of 2 September says that the Prime
Minister does not wish to meet Urban Councillors during her
visit to Hong Kong. She attaches high priority to meeting
the business community.

Mr Donald has discussed this with the Governor. The
latter thinks that his suggestion may have been misunderstood
and hopes we can go back to No 10. I submit a draft.
