In his letter of 23 August, Willie Rickett confirmed that

the Prime Minister was content for the Governor of Hong

Kong to accompany her on her visit to China. No decision

was, however, made about how this might be announced

publicly. The Governor has now suggested that there would

be political benefits in Hong Kong if he and the delegation

of 5 Unofficial Members of the Executive and Legislative

Councils could announce this on their return to the

Territory after their meeting with the Prime Minister

on 8 September.

On

September, I wrote to you seeking approval for a

press statement to be issued after the group's lunch

with the Prime Minister, and for a line for the Governor

to take with the press on his return to Hong Kong. It

is clear from these that the group will not be able to

say much publicly about their meeting with the Prime

Minister. In view of the considerable media interest

in their visit that exists in Hong Kong, I agree that

it would be helpful if they could announce on their
