Thank you for your letter of 3 September. The Prime Minister agrees to hold a meeting with Urban Councillors in Hong Kong.
But Mrs. Thatcher is concerned that her present programme provides no opportunity for a proper discussion with the business community about the future of Hong Kong. She considers it important that they be given an opportunity to express their views. Perhaps you could consider adjusting the programme to meet this point.
