PRIME MINISTER'S VISIT TO HONG KONG: LETTER TO THE PRIME

MINISTER FROM DR JEREMY BRAY MP, LABOUR MEMBER FOR MOTHERWELL

Problem

1. To reply to a letter of 6 September from No 10 Downing Street

attached enclosing a letter to the Prime Minister from Dr Jeremy Bray MP.

Recommendation

2. I recommend that the Private Secretary reply on the lines of

the attached draft, which covers a draft reply to Dr Bray.

Background and Argument

3. Dr Bray is a member of the Anglo-Hong Kong Parliamentary

Group. His brother, Denis Bray, is Secretary for Home Affairs

in the Hong Kong Government and a former Hong Kong Commissioner

in London.

Dr Bray envisages the expansion by China of the existing

Special Economic Zone (SEZ) adjacent to the New Territories, and

the eventual integration of the economies and systems of the

expanded SEZ and Hong Kong. This would amount to the gradual

absorption by China of Hong Kong. But what is not clear is when

this would happen, at which point British administration would

cease and how confidence is to be maintained in the meantime.
