Thank you for your letter of 31 August about Hong
Kong's future. It is most helpful to ha e the views of
someone so closely connected with Hong Kong.
I certainly expect Hong Kong's future to be one
of the subjects I will discuss during my visit to
China, and I look forward to building on the useful
dialogue which Humphrey Atkins had with Chinese leaders
on this subject last January. As you will be aware,
both we and the Chinese have a strong interest in Hong
Kong's continued stability and prosperity. In the course
of my talks in China I hope to explore ways and means
of maintaining this, while taking full account of the
wishes of the people of Hong Kong themselves. Whether
the existing Special Economic Zone adjacent to Hong
Kong, based on Shenzhen, is likely to be developed
