Thank you for your letter of 8 September. We are content that you should release to the Press on Monday the/programme for Hong Kong as in the draft attached to your letter. has sent you a Japan re-draft separately.

As the Chinese Ministry of Foreign Affairs have still not given us a programme for the China leg of the Prime Minister's visit I am afraid that it could be very embarrassing to give any draft to the press at this stage. You could say however that we expect the Prime Minister will have two sessions of talks with the Chinese Premier, will call on (unspecified) Chinese leaders and will visit Shanghai. If you wish you could mention the proposed naming of a ship built for Sir Y-K Pao. You should not at this stage mention the possibility of a visit to Canton as this possibility has not yet been broached with the Chinese (we are awaiting the Prime Minister's decision on the Embassy's latest proposals). For this reason it might be better not to specify the time of arrival in Hong Kong on 26 September p.m.
