With reference to Hong Kong telno 876, Mr Hall (PCD) proposed to write a composite letter to No 10.

The only aspect on which he requires assistance from us is to know if we agree with the proposal that Mrs Thatcher meet a small delegation from the Urban Council (para 7 of TUR Serial 3.0). This was originally mentioned in a telephone call between Mr Donald and Sir E Youde on 12 August. I therefore recommend that we confirm that we see no objection to this.

Mr Hall would also like confirmation that we do not dissent from the draft programme. No new items have been added to the programme since the original draft submitted by Hong Kong, apart from the URBCO meeting. This new programme has, however, provided considerable additional detail. I therefore recommend that we confirm that we have no objection to the programme.
