PRIME MINISTER'S VISIT TO HONG KONG.
1.
I would like to bring to your attention a number of points raised in Hong Kong telegram 876 of 16 August, a copy of which is attached. I shall deal with the specific points in order.
2. Para 6 asks whether the whole programme for the tour of Castle Peak Power Station should be condensed to 2 1/2 hours.
3. Para 7. The Political Department are considering the proposal for an Urban Council Delegation to call on Mrs Thatcher on Monday 27 September at Government House, and will be giving their recom- mendations separately.

In response to paragraph 9, we propose to say that the nucleus of the main party will be those listed below and that as a general rule No 10 like to keep the participation in events to a minimum: --

However, subject to No 10's views, we propose also to ask whether there might be space available in cars, helicopters etc on an ad hoc basis for other members of the party, such as yourself, the Duty Clerks and the PAS for some visits in the programme. Mr Kydd will of course by and large remain with the press party whenever it is covering a visit or event.
6. Paras 12 and 13 raise questions on Mr Thatcher's programme.

Para 14 asks whether there is anyone in Hong Kong whom the Prime Minister would particularly like to see during the free periods in the programme.
