The FCO have copied to me your letter of 30th July to Francis Richards about Sir Kenneth Berrill's request for two members of his firm to be included in some form of entertainment during the Prime Minister's visit.
We will, of course, be delighted to arrange for people whom the Prime Minister would like to meet to be included in some part of the programme. But in view of the limited number of available opportunities for this to take place, I suggest that this be done on the last evening of the visit (28th September) when
are proposing that the Prime Minister should meet certain members of the press, and any others whom she would like to be present, for a farewell drink. I assume you would be happy to leave all details to us.
An arrangement on the above lines would avoid offending local sensitivities as regards guest lists for official functions. In particular, pressure on the guest list for the official reception on Monday, 27th September is very great. Only the most prominent Hong Kong companies will be represented and they will have no more than one representative each.
