(i) Announcement of exchange of Consulates: the decision
that the announcement should be made now rather than our
waiting for the Prime Minister's visit was taken recently
after discussion between Lord Belstead and Mr Hurd and
it was cleared with No 10 (see papers flagged). I do not
think there are new reasons for re-opening this debate
and I recommend that we proceed with a News Department
announcement this week as planned.
