The No 10 Office will be set up as follows:

Meeting rooms will also be available in the above premises.

Rooms will be set aside in the Chanceries of the British Embassies in Tokyo and Peking for more confidential working if required.

COMMUNICATIONS

Telegrams

(i) A 24 hour cypher watch will be maintained during the Prime Minister's stay in each city.

(ii) While the party is in Shanghai (25/26 September) very urgent traffic will be routed to the US Consulate-General. At the same time Peking will maintain a watch.

(iii) Telegrams should be addressed 'following for telegrams for individuals in the party should not be given any distribution without prior consent of the addressees.

Telephones

(i) In all posts the Embassy/Government House switchboard will operate on a 24 hour basis.

(ii)

A private speech wire is being provided between the No 10 switchboard in London and the British Embassy in Peking.

(iii) In Tokyo and Hong Kong the party will rely on the international dial service which is of a good standard.

(iv)

In Tokyo and Peking secure speech facilities should only be used on telephones in the Chanceries of the Embassies. In Shanghai arrangements have been made to use the telephones at the US Consulate-General if required.

(v) A list of useful telephone numbers for the tour as at present known is shown at Appendix V.

SECURITY

Mr Logan of No 10 will act as Special Courier for the round trip.

(ii) Those taking boxes, briefcases etc, containing classified material,

on the VC 10 must have them entered on the Courier's waybill (contact Mr Chapman, Communications Operations Department, Foreign and Commonwealth Office, Tel 233 3706).
