Thank you for your letter of 11 August regarding the Prime Minister's speech for the Castle Peak opening ceremony. Although, as I said in my letter of 5 August to Dick Clift, we are not happy with the length and content of the speech you propose, we accept that with Lord Kadoorie only speaking briefly our original draft needs to be considerably shortened. We would therefore like to see the attached amendments to your draft.
As suggested in your letter I attach a list of talking points for the Prime Minister to use during the occasion when talking to the press and other individuals.
I also attach a copy of our proposed brief on Castle Peak to complete the set of papers being prepared for the Prime Minister's visit. We are also passing copies to Department of Trade and Treasury.
