PRIME MINISTER'S VISIT TO HONG KONG. SEPTEMBER 1982

1.

In preparation for the Prime Minister's visit to Hong Kong in September, we have been asked to provide No 10 with drafts of speeches by the end of July. We have consulted Hong Kong on what speeches will be necessary. They have replied in the attached telegram No 745.

2. I am sure you will agree that it would be appropriate for your Department to prepare the first draft of the speech for the Hong Kong businessmen's lunch. We agree that this could be on the lines proposed in the Hong Kong telegram, but I think the speech should begin with a more general passage expressing admiration for the people of Hong Kong and their commercial and economic success, and affirming the UK's interest in and commitment to Hong Kong. This, I think, falls into our province more than yours, so, if you agree, we shall draft a passage to insert at or near the beginning of the speech.

3. I should be grateful if you could let me have by Wednesday morning, 21 July, clearing as you may think necessary with DOI. I realise this does not give you much time, but we shall need to clear the draft with Hong Kong before putting it to No 10.
