1. Thank you for your letter of 23 July, enclosing a draft speech for the Castle Peak Opening ceremony.
2. I am afraid that I have cut this drastically, as Hong Kong thinks that a short statement is all that will be required. However, I hope that I have managed to retain the essential points. I enclose a copy of the version that I have submitted to Alan Donald.
