L. Lesley Dean in Research Department has checked the reports
of visits to China by other western Prime Ministers over the last
2 years and confirmed that the normal practice is now for an appropriate Vice Foreign Minister to accompany the visitor on his provincial tour. We are therefore assuming that it is most likely that Zhang Wenjin will travel with Mrs Thatcher to Shanghai. No doubt Protocol Department will be reluctant to
confirm or deny this until much nearer the time.
