I enclose a copy of a self-explanatory letter from No.10 to the Secretary of State's Office.
As you will be aware, Sir Kenneth Berrill is a former Head of the Central Policy Review Staff at the Cabinet Office. Before that he was Chief Economic Adviser at the Treasury and Chairman of the University Grants Committee.
