What line should we suggest the Prime Minister takes
over the future of Hong Kong in interviews with Japanese and
Chinese correspondents before she leaves for the Far East?

I recommend that the suggested line for the Prime
Minister should be as in the attached draft. FED concur.

Far Eastern Department will be submitting separately in
due course to suggest a line on subjects other than the future
of Hong Kong, but in view of Lord Belstead's departure on leave
this week we are submitting in advance on the subject of the
future. Once this line is agreed it will be incorporated into
a comprehensive reply to No 10.
