PRIME MINISTER'S VISIT TO THE FAR EAST, 16-29 SEPTEMBER 1982
1.
In accordance with the procedure set out in Circular B 12/80, I submit a self-explanatory draft letter from the PUS to the Secretary of the Cabinet on the Prime Minister's Far East tour, covering:

(a) a list of British objectives for each visit and of
each host country's likely objectives;
(b) a list of proposed briefs.
The draft letter has been cleared with HKGD.
The appropriate FCO departments have been consulted about the requirement for individual subject briefs, and the Departments of Industry and Trade have been consulted about the statements of objectives. HM Ambassadors in Peking and Tokyo (both at present on leave in the UK) concur with the objectives for China and Japan respectively.
