PRIME MINISTER'S VISIT TO THE FAR EAST: SEPTEMBER 1982

1. The original point you asked us to address was whether it would be appropriate for the Prime Minister's aircraft to return from Hong Kong via Delhi where we understood there would be a refuelling stop at about 9.00 pm. There would be no difficulty about such a stopover but we pointed out that it would provide an opportunity for a meeting with Mrs Gandhi. Even if Mrs Thatcher did not propose one Mrs Gandhi would be very likely to suggest a brief talk, provided she was in Delhi. Such a talk could be useful.

2. The picture has now changed. The Prime Minister's aircraft is now due in Delhi in the middle of the night. would cause no embarrassment in our relations with India, there would be no question of a talk with Mrs Gandhi. While we would still welcome a stopover in Delhi at a time which might permit a meeting with Mrs Gandhi, we would not recommend that this be achieved at the expense of important items in the Prime Minister's programme in Hong Kong. In any case we would not know whether Mrs Gandhi would be available for such a meeting unless we were able to approach the Indians with a specific proposal.

I seem to remember but did not retain a telegram (?) some weeks ago from our Ambassador in Peking which called for a paper he could hand-over to the Chinese out-lining in a factual way the responsibilities and routine of administration in Hong Kong. Could you say whether this was ever produced and if so, let me have a copy, along with your comments on whether you think a Background Brief on these lines would be appropriate or whether it would merely duplicate something which is already available.
