The BBC Chairman, Mr George Howard, is lunching with the Secretary of State on 15 December and will urge him to bring the project forward, eg bý seeking an interest-free loan. The
prospects of finding such a loan in Hong Kong are very small;
particularly in present circumstances. The Hong Kong Government does not feel able to make any contribution beyond the one of
making a site available at cost.
