In October a meeting was held in Hong Kong to review progress in the four joint working groups. This has been good, with a friendly and businesslike relationship emerging in both the working groups and the periodic higher level meetings. The Shenzhen authorities apparently attach considerable importance to the agreement and its implementation. There has been no evidence of a change of attitude following the Prime Minister's
visit.
