Guangdong nuclear plant
This was also raised with the Chinese.
It was noted that China wanted a competitive
situation whilst UK and HK would prefer
a negotiated one. It was further noted
that it was the Provincial Authority more
than the Central Authority that was keen to
have a nuclear plant.

Macau receiving EEC status benefits
It was noted that UMELCO and Urban Council
were most concerned about this problem and
took the view that this could happen when
Portugal was admitted into the EEC. After
some discussion, it was suggested that the
LPS should give assurance to UMELCO and
Urban Council that the UK would do its utmost
to ensure that this would not happen.

Home status for Hong Kong students
It was noted that UMELCO would raise the
query with the LPS on the UK's rejection
of Hong Kong's offer to pay a lump sum of
£1.5 million a year for two years as an
interim measure to obtain some status for
Hong Kong students in the UK. The UK
Treasury objected to the lump sum payment
proposal and sought Hong Kong's agreement for
