Sir S.Y. CHUNG said that Hong Kong did not expect

its students to be treated the same as the UK's own domestic

students. UK residents paid far higher taxes. But what

Hong Kong objected to was having its students treated as aliens and subjected to the same terms/students from, for

example, Japan or Argentina. Surely, Hong Kong's dependent

status and commitment to Britain warranted some concession?

The LPS said that the point was taken and he was sure that

some kind of solution could be worked out.

Trade Relations with UK and other Countries

In view of the limited time available, Sir S.Y.

said he only wished to make one point. He simply wished

to point out that the prosperity of Hong Kong, and any

assistance to preserve and develop that prosperity, must

inevitably help Hong Kong and Britain in the on-coming

negotiations with China over Hong Kong's future. The LPS

acknowledged this point and HMG's commitment to maintaining

Hong Kong's prosperity. As regards the MFA; the bi-lateral

talks were due to commence in March. HMG had repeatedly

represented Hong Kong's open market policy to the EEC and

was itself ever mindful of the free access to Hong Kong

other trading nations enjoyed.
