Visa requirements for visits to Germany

The Chairman, Urban Council, brought Mr. Atkins' attention to this matter as Germany was the only EEC country which required visas from Hong Kong citizens for each and every visit. This was irksome, time-consuming and appeared difficult to justify. Mr. Lawrence Fung underst that the German requirements may well be dropped if the British Government undertook to receive Hong Kong passport holders deported from Germany for one reason and another,

Mr. Atkins himself mentioned in very broad terms the discussions he had had with the Authorities in the Peoples' Republic but did not go into specific details.

I hope the above will suffice. I get that it is difficult to obtain a coherent account of what took place due to the very informal arrangements. 1 would have attempted to keep some kind of notes if I had known of this requirement beforehand.
