LORD BELSTEAD'S VISIT TO HONG KONG: BRIEFING
Lord Belstead is visiting Hong Kong from 6 to 10 December his first visit there since assuming responsibility for Hong Kong affairs in April this year.

The subject of Vietnamese refugees is likely to crop up in a number of Lord Belstead's meetings, with both official and unofficial contacts. A visit to a closed camp is included in the programme. His briefing on the subject will need to include points to make, mainly defensive, and full background. I should be grateful if you could provide a brief, in draft and cleared as necessary, by 22 November.
