1. Lord Belstead is visiting Hong Kong from 6 to 10 December his first visit there since assuming responsibility for Hong Kong affairs in April this year.

Lord Belstead will be meeting a wide range of people, both inside and outside the government. The subject of air services is unlikely to be raised. If it should be, Lord Belstead will probably need some defensive points to make about services between Hong Kong and China. I should be grateful if you could provide a short brief, with background as necessary. Could I please have it, in draft and cleared as necessary, by 22 November?
