2. I attach a copy of a telegram from the Governor of Hong
Kong reporting on Dr Owen's speech. Dr Owen spoke very much
on the lines suggested by the Secretary of State, and did what
he could to maintain confidence and to counter exaggerated
expectations of the Prime Minister's visit to China. The
Secretary of State might wish to take an opportunity to speak
to Dr Owen and thank him.
