1. Lord Belstead is to brief the House of Commons Select Committee on Industry and Trade before they visit South East Asia' shortly. The briefing has been agreed for 10.30 a.m. on Wednesday 10 November in Committee Room 16 in the House.

2. The principal objective of this meeting is to give members a Ministerial view of the political background to the visit. Committee have received briefs (of which you have copies) on political, trade and aid relations with the countries concerned, and after hearing what Lord Belstead has to say, will probably ask questions arising from the political briefs. They are, for instance, interested in the impact which the increase in Overseas Students fees had on our relations with Malaysia. Any amplification of trade briefs will be sought separately from the DOT.
3. I attach a note on members of the Committee travelling and their itinerary; and one on commercial staffing in which the Committee are interested. SEAD will provide Points to Make and some defensive briefing on relations with the ASEAN countries. HKGD wil1 have consulted you about further briefing on the future of
Hong Kong.
4. I have told the Clerk that Lord Belstead will be accompanied by Messrs Clift and Burns.
