POSSIBLE VISIT TO HONG KONG BY THE RT HON EDWARD HEATH MP

Peter Luff, in Mr Heath's Office (tel: 219-3561/2) rang on 6 January to say that Mr Heath was thinking of visiting Hong Kong, China and Japan (not necessarily in that order) in early April. He had been invited to give a lecture in Tokyo and thought it a good peg on which to hang a wider visit to the

area.

2. Mr Luff was aware that the Governor was due to change and I told him the likely timing (late April, mid May). He said Mr Heath realised this would be a very busy time, was not seeking hospitality and did not expect for one minute to stay at Government House. A hotel would be fine.

Mr Luff is not asking us to do any more than simply be aware of Mr Heath's intentions. I said that we (and FED) would of course be glad to give any assistance, eg over briefing, etc, when things were a little clearer.

Mr Luff wondered whether we would like to give Hong Kong tentative advance notice. He will keep me in the picture.
