SELECT COMMITTEE ON DEFENCE

Mr Butler's minute of 24 May (copy attached for
convenience) asks us to advise on whether to offer the Committee
an oral or written briefing before their visit to Washington, Tokyo, Hong Kong and Brunei.

I am reluctant to offer any written briefing on Japanese
defence policy, and it would clearly be impracticable to offer
a written brief on policy towards Japan generally. Both in
Washington and in Tokyo the Committee will be given a very full
account, and in Tokyo they will be having a session with our
Embassy on Japanese defence and foreign policy. I think
therefore that it would be right to offer the Committee a
general oral briefing here if that is what they would like.

I believe that Mr Clift and Mr Burns also have it in
mind to suggest an oral briefing. Mr Butler tells me that it
should be in the week before their departure on 28 June. I recommend that the briefing should be at your level and that
it should also include Japan; FED can supply you with material,
or indeed with a sidekick if that would help.
