Thank you for your letter of 14 June to Douglas Hurd about your forthcoming visit to Hong Kong.

I enclose a copy of a brief on Hong Kong which the Foreign and Commonwealth Office have written for the benefit of MPs and other semi-official visitors to the territory. Although this is not a classified document, it does try to cover as frankly as possible the major topics likely to be of concern to serious visitors to Hong Kong, and I should therefore be grateful if you would regard it as strictly for your own information. Some parts of the brief, particu- larly on Vietnamese refugees and immigration from China, are bound to be out of date by the time you leave for Hong Kong. If you would like to know the latest position I suggest that you contact the Head of the Hong Kong and General Depart- ment here (Mr Robin McLaren, telephone number 233 3184) in early August. He will be glad to give you any help he can.

I am also enclosing a copy of "Hong Kong 1979", the Hong Kong Government's review of events in the territory in 1978.
