1. To reply to a letter from Mr David Mudd MP to Mr Rifkind.
Recommendation
2. I recommend that Lord Belstead reply on the lines of the
attached draft.

3. Before Mr Mudd visited Hong Kong in August 1979, he wrote
to Mr Hurd asking for written briefing in preparation for his
visit. Mr Blaker replied, sending Mr Mudd a copy of the
department's standard brief on Hong Kong, and the Hong Kong
Government's Annual Report for 1978.
4. Mr Mudd will be visiting Hong Kong for 2 weeks from 9 August.
The Hong Kong Government are aware of the visit. The Hong Kong
Government Office in London are organising a programme of visits
for Mr Mudd.
