Although neither Mr Hattersley nor Mr Smith intends to visit Hong Kong this year, should either later express the desire to come, priority would be accorded to them.

Members will wish to know that the Rt. Hon. Dr David Owen (Social Democratic Party) will be stopping in Hong Kong overnight in August. The Commissioner is also of the view that it would be in Hong Kong's interest to invite the Rt. Hon. Roy Jenkins, leader of the SDP, if he could manage a visit. It will be remembered that Mr David Steel came last year.

As before, short official programmes will be offered and arranged for MPs who are spending a few days in Hong Kong, often on their way to or from other countries, including China. Two cases in point this summer are Mr David Mudd and Mr David Trippier (Conservatives). When here the Government would arrange a programme for them, if requested but would not normally pay their hotel bills; nor would they normally be offered VIP facilities at Kai Tak. Arrange- ments will also be made to invite other persons who fall in the category described in paragraph 1 above whose presence in Hong Kong would be potentially beneficial.
