Please refer to Bruce Mackenzie's letter to Barbara Parkin of 17 March and its enclosures.
As Hong Kong is a recipient of funds under the IAEA's technical cooperation programme, the UK has been asked by the IAEA to sign a Revised Supplementary Agreement concerning the provision of technical assistance by the Agency.. The intention of this agreement is to simplify the legal arrange- ments required for the implementation of technical cooperation projects by the Agency.

Since Hong Kong, as a British territory, is not in itself a member of the IAEA, it would seem appropriate for the UK to sign this agreement but I would be grateful if you would confirm this point. The Department of Energy have requested an early indication of our views if this is possible (Miss Parkin's letter of 30 April refers).
