HONG KONG AND INTER-GOVERNMENTAL COMMITTEE ON MIGRATION (ICM)

1. Mr Long, in his letter of 27 May, asked whether anything could be done to help ICM over immunities in Hong Kong.

The position is put succinctly in Sir Murray MacLehose's letter of 8 January 1981. The basic problem is that neither we nor Hong Kong have joined ICM so they cannot under Hong Kong law be granted immunities.

Mr Long does, however, ask whether there is anything that can be done on a discretionary basis. Since this is a matter for the Hong Kong Government I have been waiting for Mr McLaren to comment. I think the time has come to ask for this and attach a draft teleletter.
